In oil and gas, much of the highest-risk work is carried out by contractors: maintenance, welding, civil works, well services. The classic problem is that the principal is jointly and severally liable for them, but does not always control what enters its facility. A worker without occupational health exams, a company with unpaid social security contributions or a crew without H2S induction is a legal and human risk that surfaces exactly when the accident happens.
Contractor control organises that verification before entry: employment and social security records up to date, valid medical exams, task-specific training and inspected equipment. It is not bureaucracy for its own sake — it is what stops someone entering the site who should not, and what backs the principal up before the labour authority and the workers’ compensation insurer when joint liability is reviewed.
