With explosives there is no margin for error and none for a discrepancy. A cartridge that leaves the magazine and does not appear in the balance, a misfire nobody flagged, a detonator without traceability: any of those three is at once a fatality risk and a serious legal problem. Explosives control is as much about safety as it is about regulatory compliance.
Explosives handling sits under specific legislation and the control of the national authority, and the requirement is that every gram is reconciled: what enters the magazine, what is withdrawn, what is charged and what is detonated. The weak point is almost always the manual reconciliation between paper dockets and the stock ledger, where discrepancies surface late and without backup.
